Safflower City (ベニバナ市 Safflower City) is a city in western Hora, on the island in the south-west. It is the largest city in the region, by far surpassing both Saffron City in Kanto and Goldenrod City in Johto. It is surpassed only by Unova's Castelia City and Nimbasa City in size.
Safflower City has it's own Hotel, like the ones in Celadon City and Lilycove City. The Hotel, known as Hotel R, is the largest building in the city, standing high smack dab in the center. When entered, the Hotel looks like a standard Hotel with several floors, where trainers can stay for a mere
1000 a night. However, upon closer inspection, a poster with a Spiky-eared Pichu on it covers a switch, which, when pressed, reveals a hidden staircase leading right into Team Rocket's underground base. This base is difficult to navigate for those who are not accustomed to it, as it combines both warp panels and spinners, making a very confusing and annoying maze, as one often finds their movements under the control of the spinners and then suddenly find themselves warped out of the base. Giovanni rarely frequents the Boss's room in the base, leaving it in charge of Domino.
People gather to discuss their favorite celebrity trainers at the Pokémon Trainer Fan Club, similar to the one in Saffron and Lilycove.
Located in the City is a statue dedicated to the Legendary Pokémon Articuno, who is believed to watch over the city. Despite the town's frigid temperature, the statue itself is blazing hot. A legend has it that one who can touch the statue and feel no pain is "chosen" by Articuno, and only that person is permitted to enter the cave up north in the city where Articuno is said to frequent.
- This is the second snow-covered town in the Pokémon World, and the only one where the native Gym Leader does not specialize in Ice-type Pokémon.
